Otsego County Clerk's Office

The Otsego County Clerk's Office calls itself the "Keeper of the Records." It sits at 197 Main Street in Cooperstown. The office records all land documents for properties in the county, from deeds and mortgages to assignments and satisfactions of mortgages.

Recording hours have limits you should know about. From September through June, the office accepts land recordings up to 4:15 PM. In July and August, that cutoff moves to 3:45 PM. These are firm deadlines. If you show up after the cutoff time, your filing will have to wait until the next business day.

One important note: the Otsego County Clerk's Office does not accept personal checks for recordings or filings. Plan to pay with cash, a money order, or a certified check. The office also does not supply blank forms. You can get deed forms from office supply shops or from online sources.

Searching Otsego County Deed Records Online

Otsego County uses the IQS (Info Quick Solutions) system for online record searches. Through this portal, you can view property document images going back to 1905. Grantor and grantee indexes are searchable back to 1900. Corporation data starts in 2010. To use the system, you need to register for an ID and password. Once logged in, you can search by party name, document type, date range, or book and page number.

The system is a solid tool for title research. You can trace ownership of a parcel over more than a century without leaving your desk. For records older than 1905, you will need to visit the Clerk's Office in person to check the physical deed books.

E-Recording in Otsego County

Otsego County supports electronic recording of land documents. Three vendors handle e-recording for the county: Simplifile, CSC Global, and EPN. Through any of these platforms, attorneys and title companies can submit deeds, mortgages, and other documents without a trip to the courthouse. The documents are reviewed and recorded the same way paper filings are, just with a faster turnaround.

Otsego County also became a mandatory e-filing county for certain court documents as of May 23, 2018. This applies to court filings through the New York State Courts Electronic Filing System. Land recordings through the three vendors are separate from the court e-filing system.

Mortgage Recording Tax Changes

As of January 1, 2025, the mortgage recording tax in Otsego County went up from 3/4% to 1%. This is a big change for borrowers. If you are taking out a mortgage on property in Otsego County, you will pay more at closing than you would have before the rate increase. The tax is due at the time of recording and must be paid to the County Clerk.

The basic state mortgage tax is 50 cents per $100 of debt. The county portion is what changed. Form MT-15 from the Department of Taxation and Finance lists all current rates by jurisdiction. Check the most recent version before you close on a property, since the rates listed on older forms may not reflect the 2025 increase.

Recording Fees and Requirements

New York Real Property Law sets the standards for what a deed must contain. Each deed needs the grantor's notarized signature, the names of all parties, a legal description, and the tax map parcel number. Documents must be on white 8.5 by 11 inch paper in clear black ink.

You must file Form RP-5217 and Form TP-584 with every deed. The RP-5217 is a barcoded PDF that must be completed in Adobe Acrobat. Handwritten versions are rejected. The TP-584 filing fee is $5.00. Transfer tax is $2 per $500 of consideration and must be paid at recording.
