The Tioga County Clerk's Office is at 16 Court Street in Owego. The main entrance for visitors is through the Court Annex at 20 Court Street. There is a security station at the annex that closes at 4:30 PM sharp, so plan to get through it by 4:15 PM. Recordings are accepted until 4:15 PM, and research in the records is available until 4:30 PM.

She also serves as clerk of the Supreme and County Courts, which means her team handles court filings, criminal records, and fine collection in addition to land records. Online Records Search
Tioga County offers an online search through the County Clerk eSearch tool. You can access it from the county website by going to the Services menu and selecting "County Clerk eSearch Tool" from the drop-down list. You will need to create an account and pay a fee to view document images and download them for printing.
Some record types are restricted in Tioga County. Even if you pay for online access, certain protected document images will not appear in the search results. For those restricted records, you may need to visit the clerk's office in person.
Recording Deeds in Tioga County
To record a deed in Tioga County, you must submit the original signed document. All signatures must be originals. Proper notarization is also required. The document must include a legal description of the property and meet New York's formatting rules. The font size must be at least 8 points throughout the document, per state law. Do not use white-out to fix mistakes. If there is an error, you need to start over with a clean document.
You also need to file the TP-584 form and the RP-5217 form. On the TP-584, make sure to include Social Security or EIN numbers. On the RP-5217, the buyer's contact information must be filled in completely. These are common reasons for rejections.
Since January 2019, the grantor's name and address must appear on the cover sheet for all residential deeds. This change was made to support the state's deed fraud notification system.
Tioga County Recording Fees
Deed recording in Tioga County costs $40 for the base recording fee. Residential deeds also carry a $10 clerk notice fee. Each page costs $5. The TP-584 form has a $5 filing fee. The RP-5217 costs $125 for residential and farm properties, or $250 for all other property types. Transfer tax stamps run $4 per $1,000 of the sale price.

The real estate transfer tax applies to all property conveyances in the state. The basic rate is $2 per $500 of the sale price. The term "consideration" has a specific legal meaning that includes not just the cash price but also any assumed mortgages and other obligations.
Cover Sheet and Deed Notice Rules
Since January 2019, every residential deed filed in Tioga County must show the grantor's name and address on the cover sheet. This rule supports the state's deed fraud notification program.
